"Universal High Income" Is His Phrase. It Is Not a Program.
At the November 2, 2023 summit and at VivaTech on May 23, 2024, Mr. Musk described universal high income as what a benign AI scenario would bring. On April 17, 2026, he posted that federal checks are the way to do it. The October 19 reply is a correction of someone else's wording.
Topics: ai-wars
The phrase is his. A scenario in which jobs are optional, a post about federal checks, and a two-word reply on October 19 are three different sentences. None of them is a statute, a tax bill, or a transfer that has been made.
The share pledge is a different page. One SpaceX share for every kid already records the October 19 thread, including this reply. This page does not restate who counts as a kid, or the outlets’ arithmetic.
The company lane is xAI. The section is AI Wars.

November 2, 2023, with Rishi Sunak
Fortune (Paige McGlauflin, November 6, 2023) reports a fireside conversation with the U.K. prime minister at the AI Safety Summit in London on November 2, 2023. Fortune quotes him:
It’s hard to say exactly what that moment is, but there will come a point where no job is needed. You can have a job if you want to have a job, or sort of personal satisfaction, but the AI will be able to do everything.
Fortune says he described a “protopian” future, a “magic genie,” and “an age of abundance” with “no shortage of goods and services.” Fortune quotes the income line:
We won’t have universal basic income. We’ll have universal high income. In some sense, it’ll be somewhat of a leveler, an equalizer.
Fortune says he did not clarify how the two differ.
The same article says that in 2018 he posted that universal income “will be necessary over time if AI takes over most human jobs.” Label: Fortune’s paraphrase of a 2018 post. The status was not retrieved. The words above are not that post.
Label for the summit: Fortune’s quotations of the November 2 conversation. A prediction told to a prime minister is not a program the U.K. adopted in that meeting. This desk did not open a government transcript.
May 23, 2024, at VivaTech
Fox Business (Breck Dumas, May 24, 2024) says he appeared remotely at Viva Technology in Paris on Thursday. May 23, 2024, was a Thursday. Fox quotes him:
In a benign scenario, probably none of us will have a job. There will be universal high income — and not universal basic income — universal high income. There’ll be no shortage of goods or services.
Fox says that, in his opinion, there is an 80 percent chance AI advances produce a situation in which humans will not need a job and will have what they need. Fox quotes the follow-on:
The question will really be one of meaning, of how — if a computer can do, and the robots can do everything better than you … does your life have meaning? That really will be the question in that benign scenario, and in the negative scenario, all bets are off where we’re in deep trouble.
The ellipsis is Fox’s.
Label: Fox Business’s quotations of the remote appearance. “Benign scenario” and “80 percent” are his estimates, as Fox reports them. They are not a modeled probability this desk found in a paper. “Not universal basic income” is the distinction he drew that day. Fortune’s November 2023 quotation used “universal basic income.” Fox’s VivaTech quotation uses the same words. This page does not swap in a different outlet’s “base.”
April 17, 2026, the checks post
At 04:05:12 UTC on April 17, 2026, @elonmusk posted:
Universal HIGH INCOME via checks issued by the Federal government is the best way to deal with unemployment caused by AI.
AI/robotics will produce goods & services far in excess of the increase in the money supply, so there will not be inflation.
fxtwitter returned that text and that timestamp. The post is not marked as a reply. A direct fetch of the status returned an og:title, “Elon Musk (@elonmusk) on X,” and did not include the sentence in that tag. The text above is fxtwitter’s.
Label: Primary for the words. “The best way” is his prescription. “There will not be inflation” is his economics. The post does not name a dollar amount, a statute, an agency, or a start date. It is not an appropriation.
October 19, 2026, the correction
At 08:07:39 UTC, @IterIntellectus posted:
the beginning of universal basic income
fxtwitter names the account vittorio. The x.com title tag on that status was “the beginning of universal basic income.”
At 08:09:37 UTC, Mr. Musk replied:
@IterIntellectus *universal high income
The x.com title tag on his status contained that sentence. fxtwitter returned the same words and the timestamp, and marked it as a reply to the 08:07 post.
Label: Primary for the reply. The asterisk is his. He is correcting that account’s phrase. He is not, in this reply, restating the federal-checks post, and he is not defining a benefit. The post he is answering quote-posts an earlier reply of his, not the kid sentence. That thread, and what the kid sentence does not define, is the pledge page.
What was not retrieved
A post by Matt Walsh calling the idea dystopian was not retrieved. This page does not attribute that view to him. Replies from other named accounts, where a writeup quoted them and this desk did not open the posts, are not used.
The April 17 post and the October 19 reply were not paired, by either of them, with a bill number.
On the map
xAI is the company. xAI and Grok is the product page. The debt sentence he gave Walter Isaacson, that AI and robots are how the debt gets solved, is a different claim: the interview. The share pledge is the kid page. This page is the income phrase, from the 2023 summit through the October 19 correction.
